Star didn't sell its basketball cards in wax packs. Nearly every set left the factory sealed in clear plastic bags: the base sets one team per bag, and the subsets and special issues in bags of their own.
1986 Star Best of the Best and 1986 Star Magic Johnson: never issued in bags
A bag is a complete team set or subset, stacked in order. The first card shows through the front and the last card through the back, so a sealed bag tells you exactly what is inside without opening it.
That order is also how a rebag gets caught. The 1986 Star Best of the New bag was issued with Patrick Ewing on the front, so a Best of the New bag showing Michael Jordan on the front has been rebagged. Dynamic Grading Authority (DGA) grades sealed Star bags today. Each DGA label carries two grades, one for the bag and one for the cards you can see, and marks the bag factory sealed.
